Academy Information

Academy Description

The SEO Precertification Academy is designed to teach the basic skills a future sewage enforcement officer (SEO) needs to know to work for a local agency. Whether you work for a municipality in need of a good SEO or are someone who is considering the SEO field as a career, you will want to check out the benefits of sending someone to or attending the academy yourself. Not only is the academy a prerequisite to taking the commonwealth's certification examination for SEOs, but you will leave the course better prepared to enter the multi-faceted world of a local agency SEO.

The SEO Precertification Academy now consists of two courses, the Orientation course and the Academy course. The Orientation course is a prerequisite to taking the Academy course. The Orientation is a self-study course that takes approximately six to eight hours to complete. Most of the course materials are available on the Internet free of charge. If you would like to learn more about the duties and responsibilities of an SEO before committing to the precertification process, you may review the Orientation course materials online prior to paying for the course.

Once you decide you want to continue with the SEO precertification process by attending the Academy course, you would have to pay the Orientation fee. This fee would also give you access to all the materials (i.e., SEO Field Manual, regulations, videos) that accompany the Orientation course. You may pay for the Orientation course prior to registering and paying for the Academy course, or you may register and pay for both the Orientation and Academy courses at the same time.

The six-day Academy course is a specially created, highly interactive program that teaches the duties and responsibilities of a local agency SEO. Participants go beyond lecture and the classroom to actively participate in the lessons and learn by doing. A day is spent in the field evaluating soil profiles and participating in skills assessments.

The Orientation course is a prerequisite to taking the Academy course, and the Academy course is a prerequisite to taking the SEO certification exam. Both courses must be successfully completed prior to taking the exam.

  • Description of an onlot sewage system
  • Historical context of Act 537
  • Managing onlot sewage systems
  • Protecting public health
  • Pennsylvania Code Title 25, Chapters 71, 72, and 73
  • Powers and duties of an SEO
  • Overview of the permit process
  • Overview of site evaluation and testing

Preparation

To successfully complete the Orientation course, you must review the Orientation course materials and complete three chapter quizzes and a course test. The Orientation should take approximately six to eight hours to complete.

The Orientation materials will be mailed to you after payment for the course is received. You will need to use a computer and the Internet to access and complete the Orientation. You will receive a score on the Orientation quizzes and the test, but there is no pass/fail. Simply completing the quizzes and test is considered successful completion of the course. However, you are urged to do your best on the Orientation testing, since the questions are designed to help you prepare for the Academy course and the SEO precertification exam.

Academy Course Content

The Academy course will review Pa. Code Title 25, Chapters 71, 72, and 73, dealing with onlot sewage systems. The academy will focus on teaching the skills necessary to be an SEO for a local agency. It will provide hands-on training and the opportunity to practice the skills that are being taught.

General Academy Information

Who Should Attend

Anyone interested in becoming an SEO for a local agency must attend a DEP-sponsored precertification academy. The academy will provide the information and resources a candidate would need to take the SEO certification exam and begin work as a certified local agency SEO.

The academy would also benefit anyone who works with onlot sewage systems or the operation and management of these systems. The course focuses on Act 537 and the Pa. Code Title 25, Chapters 71, 72, and 73, dealing with onlot sewage systems.

Fee

Orientation Course

The registration fee for the Orientation course is $100 per person for both local agency-sponsored candidates and nonsponsored candidates. This fee covers tuition, all course materials (hard copies of the workbook, SEO Field Manual, Act 537, the regulations, three videos, and a CD with all the course materials that are available on the Internet), and access to quizzes and the test. This is a nonrefundable fee.

To receive the Orientation course materials, you must submit the registration form and payment of the fee to PSATS. The registration fee may be paid by check or credit card. Please call Kathy Kronicz at (717) 763-0930 to make a credit card payment. There is no classroom time associated with this course. The course is completed at your own pace with the provided materials, but it must be completed prior to attending the Academy course.

Academy Course

The registration fee for the Academy course is $300 per person for local agency-sponsored candidates and $800 per person for nonsponsored candidates. This fee covers tuition, all course materials, and lunch each day. You must make your own hotel reservations.

To qualify as a local agency-sponsored candidate, you must submit, with your registration form, a letter from a local agency, printed on official letterhead, stating your employment or consideration of employment as a primary or secondary SEO for that local agency after becoming a certified SEO. A local agency is defined as a municipality, a county, a county department of health, or a joint county department of health. Registration Information

Preregistration is required. Each Academy course seats 22 to 25 attendees, and priority registration is given to individuals sponsored by a local agency. The first 10 seats in an academy are available on a first-come, first-served basis. The remaining seats will be held until 60 days prior to each academy for registrants who are sponsored by a local agency. Sixty days prior to the academy, all remaining seats will become available on a first-come, first-served basis again.

To register for the Orientation course and/or to reserve a seat in an Academy course, you must return a completed registration form, along with your payment, to PSATS. The fee may be paid by check or credit card. Please call Kathy Kronicz at (717) 763-0930 to make a credit card payment.

Please note: You must complete the Orientation course prior to attending the Academy course.

Confirmation

Within 15 days of receipt of the registration form and payment, PSATS will mail a confirmation postcard. If the academy is filled, a PSATS representative will notify you immediately. A letter of confirmation with details about the course, site and lodging information, and directions will be mailed 40 days before the course begins.

How to Register

To register for the Orientation and/or Academy courses, print out the academy registration form and mail or fax it to the Pennsylvania State Association of Township Supervisors (PSATS). Please be sure to indicate which courses you wish to attend.

To hold a seat in the academy, you must send in payment with your registration form. The registration fee may be paid by check (made payable to “PSATS”) or by credit card. Please call Kathy Kronicz at (717) 763-0930 to make a credit card payment.

Cancellations

You must call PSATS at (717) 763-0930 to cancel your registration for the Academy course. If you cancel your registration more than 60 days before the academy is scheduled to begin, you will be reimbursed the full registration fee. However, cancellations that occur less than 60 days before the start of the scheduled academy will forfeit $300 of the registration fee. Please note that substitutions will be accepted.

The registration fee for the Orientation course is nonrefundable.

Accessibility & Other Needs

Training is held at ADA-accessible locations. The Pennsylvania State Association of Township Supervisors will make every effort to accommodate participants with special needs, if they are noted on the academy registration form.

Academy Course Rules and Procedures

  1. Successful completion of the academy means that the SEO candidate attends the entire academy. Complete attendance includes prompt arrival each day and adherence to breaks and departure times. Exceptions must be discussed in advance with the facilitator and will only be allowed for emergencies. Each exception will be determined on a case-by-case basis.
  2. All registrants must bring a photo ID to the academy.
  3. Cell phones or other communication devices must be silenced during class. Five- to 10-minute breaks will be offered regularly throughout the day. Phone calls and e-mails should be restricted to the break periods. Attendees will not be permitted to talk or text on communication devices during class and will be asked to leave if they do so.
  4. To take the written certification examination, the SEO candidate must have successfully completed the SEO academy.
  5. The written portion of the certification examination is typically offered the Friday after the academy. To take this examination, a candidate must send an application to the certification board 30 days prior to the examination.
  6. A candidate is not required to take the certification examination scheduled for immediately after the academy.
